Didn't you say that all your documents, and the items that are stuck
at the 8:31pm time, are all on your external HD. I don't know enough
to pick it up from there, but it seems like that is a clue or a
starting point. So maybe it's not your main system causing the wrong
time, maybe the HD (external) is somehow stuck at that time... No,
wait, you said the date is correct, but the time is wrong. uhgggggg!
Anyone???

Date & Time look correct and keep up with the change in Date & Time.
In IST it is now 6:45 AM. Where am I?
Now I'm back in Atlanta U. S. A. (EDT) and it's 9:17.
And all is still 8:31 PM.
Thanks for the suggestion; it gave me something else to try.
One of these days I'll try Repair Permissions, but I always get pages
of stuff back on that and never have been able to get it to fun as
though all were OK. Any permissions related to time?

Could it be that your clock settings are messed up.
Have you gone in and changed the clock settings to a different time
zone then change them back to eastern time zone?
