Just wanted to follow up as I found this tip while setting up some new computers this week. If you are comfortable with Terminal you can make your Library appear permanently by issuing the following command:
chflags nohidden /Users/[username]/Library/ (Replace [username] with the name of your user account.) Thanks! -- Beth Phillips
