Not to be too persnickety, but this sounds like an odd rendition of history. 
From what I remembered from science classes, Ben Franklin first proposed 
daylight savings time in France in the late 1700's. From what I read out on the 
web (doubting that the Frence ever did much with Franklin's idea), nobody did 
much with the idea until the late 1800's, and then all proposals fell flat. The 
Germans the first to actually implement it, using it during WWI to conserve 
energy. etc.
