Steven, from your description and near as I can tell (from MacTracker [1]) you 
have the June 2004 dual 2.5 GHz PowerMac 7,3.

If you have that machine, yes, you can only put up to 1 GB in each of the eight 
slots.

Those 1 GB DIMMS are only about $44 for a matched pair on OWC right now. [2]

The OS you can put on that might make a difference, too. The G4s you are 
comparing it to are probably running some version of 10.4 (Tiger), while your 
G5 can run all the way up to 10.5.8 (Leopard). It is commonly acknowledged that 
Tiger was a much leaner and meaner OS than Leopard for older, less powerful 
machines. Tiger even ran pretty well on G3 iMacs. If you are trying to run 
Leopard on it, that may be the reason why it's feels slow to you.

That said, 5 GB of RAM sounds pretty adequate to me.

Another way to speed it up is to wipe the drive and reinstall a fresh system. 
Not fun, and very time-consuming to get everything back to normal, but in the 
long run quite worth the hours it takes to reload and reconfigure it.

Another thing that would bring it back to life is to put an SSD [3] in it. You 
could get a small one and just put the OS and key apps on it and then put the 
rest of your stuff on the original hard drive. This will make it a lot faster. 
The aforementioned OWC has 30 GB SATA SSD drives for about $50[4].

Lots you can still do to keep that puppy chuggin' along!
