Many of the Unicode fonts have special characters for the numerator and denominator of fractions. If you're not seeing them, maybe you don’t have your preferences set up to do so. In version 5 of Pages, go to Edit>Special Characters… Click the gear wheel on the upper left of the pane to bring up the Unicode preferences. Under Customize List, make sure the Digits and Digits - All are selected. Then, if you scroll down in the Unicode selection pane, there will be a pretty complete set of fraction-building characters in the Digits and Digit - All categories. Also, there are many fonts customized for building fractions. Google is your friend here. If you find yourself using fractions a lot, it might be better to switch word processors to something with more capability like Nisus or Mellel. (If you're really serious about such things, LaTeX is the best, but has a steep learning curve.)
