Russ, I was looking for a way to do this also. I was doing a trial setup of El Capitan a while back and I remember reading a way to do it in older versions of the OS via Terminal, but not in El Capitan. In our corporate environment I would like to totally disable this feature for our end-users, but haven't found an easy way to do so. I do believe there was a way to do it if we were actually using managed profiles through Apple Server, but we're not set up that way. On a couple of forums they mention an app called Bartender ($15) that is supposed to do this, but I haven't tried it. Keep us posted if you find out anything different.
