Don’t know if this will help your situation, but I had a similar problem 
recently after getting an iPhone 7 Plus. iPhoto recognized my iPhone, but I was 
unable to import any photos. iPhoto was stalled indefinitely on “loading…” 
Finally I stumbled on a fix. Unlike on my old iPhone 5 (running iOS 10.2, I 
think) the new iPhone (or iOS 10.2.1?) requires that Photos on the iPhone be 
open and running at the time I connect the cable to the Mac, otherwise iPhoto 
will not initiate the import from from the phone (and of course the phone has 
to be unlocked too). Whereas before, the phone could be asleep when I connected 
to iPhoto, and would still send the photos to my Mac.
