I don't know much about Time Machine wasting drives (I've never had 
problems)... but for the command that you need to type, it is this:

ps -ef | grep fsck_hfs

The character between -ef and grep is the pipe | (shift-backslash). 

You'll see one entry that ends in the end of the above line (grep fsck_hfs), 
but what you would be looking for would be something else.
