Maybe the new version of PIA needs a newer macOS. I upgraded PIA with no 
subsequent problems a few days ago, but I’m running macOS 10.13.4.

Have you pressed the Show Detail button to see if the negotiations with the 
SMTP server proceed?

I don’t think we’re discussing the same thing. Here’s a page showing the ports 
TiVo uses

 The relevant outbound ports needed by TiVo are in the chart I snipped from 
that page.

 In all the cases I’ve messed with, resetting the router to factory settings 
does not much more than wipe out your custom firewall, DHCP and port mapping 
settings. I’ve never configured an AT&T connection, so I don’t know whether 
they do something unusual in their boxes.

This leads me to more strongly suspect the router. The PIA connection bypasses 
the router, so it wouldn’t be affected by router configuration problems.
