Most VPN providers support OpenVPN and only grudgingly (if at all) support the 
older IPSEC method. The Apple Airports, being older devices, only support IPSEC 
(PPTP/L2TP). Even then, their hardware is dated and too slow to support the 
strongest encryption. Those are among the reasons I got rid of my Airport and 
upgraded to a more capable router.

PIA does support IPSEC, but I think you’d be better off with a hardware 
solution supporting OpenVPN.
