Just another note on Catalina: Rumors on the web have that installing Catalina also updated firmware which had to do with video. So... upgrading to Catalina and then having 2nd-monitor problems would not be fixed by downgrading back to Mojave. This, of course, is a rumor backed by people who upgraded, had problems, and then downgraded. Still, I don't know how to check whether there was really a firmware update in the Catalina installer.
