Peter,

I cleared the template cache, restarted the JRun service and then
restarted my server, but i get the same error.

The value returned from the getCacheManager function is not of type
MachII.framework.CacheManager.
If the component name is specified as a return type, its possible that
a definition file for the component cannot be found or is not
accessible.

The error occurred in C:\www\MachII\framework\CommandLoaderBase.cfc:
line 88
