The Mach-II core is just a set file for the framework. The mach-ii.xml
file is part of your application in which the framework uses to load
itself up. You'll need to download the skeleton which includes a
bare-bones mach-ii.xml for you to start your application.

Don't worry the 1.6 Skeleton works with Mach-II 1.6 / 1.8 and 1.9.
