URL truncation is the reason.  For example:

domain.com/some-keywords/some-more-key

Won't get you anywhere because it's missing the key portion of the route, but:

domain.com/route-name/485/some-mor

Would still work because the additional keywords parameter is optional.

Ok thanks for the info!    Excellent I am glad to see this making it's
way into a milestone. I think that this is the right move. The old
routes will still work (/view-products/), but in those rare cases when
we need a redirection, we can still rely on the same URL structure. I
like.
Yep, we'll be supporting routes with redirect persists in 1.9 M3.
