Really. Ok I can certainly see the benefit to that, but where do you
expect this case to occur? If the client adds WAY too many keywords
and blows the limit on GET requests?
Optional params are last as well. Actually, I've seen truncation
because of email clients / bad copy and paste jobs. It's more of an
user error problem than technical.
Most of the info from Matt Cutts (Google) says to limit the number of
words in a keyword-rich URL to 3-5 words at most:

It's a couple years old, but I pretty much believe most of it.
