Update... I have gotten closer as to what the problem is. I am using the MachII dashboard as I do in all my projects. If i remove that module from my config file I no longer get the "Cannot reset response buffer" error. I'll try to see if I can pinpoint what is actually happening in the dashboard initialization that causes this problem.
