I do not see libczmq-dev in 
backpoers https://backports.debian.org/changes/jessie-backports.html either 
- yet.
If  libczmq-dev appears in jessie, then it will appear only in 
jessie-backports because of Debian policy.
It is almost 
there https://anonscm.debian.org/cgit/collab-maint/czmq.git?h=jessie-backports 
...

Meanwhile try to build  libczmq-dev:
