The problem is early on in your HAL file, when you load the GPIO driver:

loadrt hal_bb_gpio output_pins=812,811,816,815,915,923,930,927,925
input_pins=809,808,810,817,912

The hal_bb_gpio driver is talking to the same pins you're trying to
use with the PRU driver:

setp hpg.stepgen.00.steppin         812
setp hpg.stepgen.00.dirpin          811

You need to remove any I/O pins used by the PRU from the list of GPIO
pins when loading hal_bb_gpio:

loadrt hal_bb_gpio output_pins=925 input_pins=809,808,810,817,912
