You have three options:
1. Set up any Mac with File Sharing. Up to 100 users supported, but only
10 at any given time.
2. Bite the bullet and get AppleShare IP with a 50 user license. $$$$$
3. Consider thinking different -- put Linux with AppleShare services on
an old PC or Mac. Minimal cost and no 10 concurrent user limit. More on
