I can't decode your pings but your numbers seem WAY off. A T1 line is 1.5 Mbps, even the slowest speed you listed there is >600 kbps. Hell most IT managers would be jumping up & down to get 25+ Mbps!!! On my cable modem, I average about 1 Mbps and used to get nearly 1.5Mbps with DSL.
To determine the slowest link (website, ISP, net traffic), you actually have to do a traceroute to the site you are trying to get to, so that you can see all the intermediate hops. Unfortunately, I don't know how to do that on a Mac. Sites that will do bandwidth speed tests include: 2wire.com dslreports.com cnet.com You should be able to find the link quickly on their sites or just search Google with 'bandwidth speed test' & the site name to find it in seconds.
