Upon further searching over the weekend, I found my own answer to this.

Yes... it is possible to add a manual power switch to a soft power mac. I 
found the info buried in an old Apple Tech Note (#206).

All you need to do is short pins 2 and 4 of the ADB connector together 
briefly. (Pin 2 is "Power On", pin 4 is Ground).

I just tested it with a piece of wire, it works perfectly... so now I am 
going to build a cable that will plug in to the ADB port, and provide a 
momentary switch for turning the computer on.

If anyone wants one of these cables made for them, let me know, I can 
build more than one (I plan to build two or three, but I can build more). 
I don't know the cost each, but I expect it to be $5 or $10 (depends on 
how many I am doing).
