I think this is correct. Enabling or disabling web access enables or 
disables web access to the Cisco's built-in configuration pages. I 
don't think the Cisco knows anything about a web server running 
behind it, it's just another port as far as it's concerned. You'll 
have to set up the Cisco to map requests on port 80 to some internal 
ip and port. I've done this for a different protocol, but the only 
thing that should be different is the incoming port number.

However, didn't Qwest block port 80 to it's DSL customers during Code 
Red? Have they ever turned it back on? If not, that could be your 
problem.
