First and foremost -be more specific! What exactly are you trying to
do? You are saying you want "networking" to work although that is
different then being able to share files. Or rather, mount network
file systems ^_^.

This is probably the answer to your problem. To get from the mac to
the pc and the pc is running "microsoft networks" and is hosting.
Follow the direction on this page
(http://www.apple.com/macosx/technologies/networking.html) in os x.
Its built right in. Or if you can see the picture
"smb://workgroup;server/share".Up will pop a login style dialog box.
Works just fine with me and my linux machine

Another solution would be to enable ftp access on the mac, and use
internet explorer or command line in windows. Although I thought the
command line was removed from windows xp. FTP is tcp/ip only should
it should work no matter what.

Also, define "3rd party"? The apple networking uses samba (which is a
clone of "microsoft network" for *nix machines). Its open source and
definitely free. Of course, you must be using some 3rd party
hub/switch/cables in order to connect the machines together ;p

If you want to get really sneaky and you have a *nix background, you
could install/compile a samba server on the os x machine and share
files from there.

hope it helps,
Ian Sidle
