i don't think it's a browser problem.  in my experience it means your
isp is at fault.  this happens when their equipment is hopelessly
overloaded or just plain broken.  i went through a long spell of this
with another isp, and they did admit it was a problem with their
network, not my system (using netscape, fwi).  contact your isp and see
what they are doing to fix it.  another test is that usually, usually
the isp's own pages are not affected by this problem, only sites
external to their system.  interestingly you can also have sites just
stop responding, until you hit stop and reload which may produce a rapid
flawless load.  my current isp has been experiencing allot of this other
type of problem lately, and to their credit they've notified users of
the problem and some brief shutdowns to fix it.  in any case, as much as
i loath IE, it's not likely to be a problem at your end.  the browser is
simply letting you know that things are broken.  you could probably wait
days and not get the page to transfer, the browser is simply letting you
know that eons have passed and the data is not coming.

Dude, your getting a dell, unless your a legally licensed gunsmith or
run some other business dell thinks has something to do with terrorism,
then dell will just cancel your order and not even inform you. 
federally licensed gunsmiths are clearly involved in terrorism, at least
according to dell.  i'd be happy to email the details.  this is knee
jerk stupidity, right up there with loyalty oaths, these people sell
guns to police amongst others, and are only too happy to report
suspicious people.
