I have some non OS 9 computers connected and they can be accessed on the network but will not connect to the Internet as TCP/IP is needed and is not available from any system earlier than OS 9. That is okay though as I can always access them through the network which is all I need from those Macs.

I have an 8100 running 8.6 and it connects to the internet through TCP/IP. You'll need the various Open Transport extensions (I've got 9 of them) and the TCP/IP control panel activated. Run Extensions Manager and see what's turned on and off. I'm pretty sure that these things also exist in 8.1, but you may be out of luck with 7.6.
