No, it is two different products. I actually forgot about the one you pointed out until I saw your earlier post with it. Apple had a free product that worked only with printers. They had a for sale product that worked with all Localtalk devices (printers, network, whatever). From the looks of your link to version tracker, Apple has simply (and not surprisingly given the age), changed their commercial product into a free product as well.
