What I was missing was that this framework starts listening on the loopback 
interface unless it's configured otherwise (netstat -an is my friend).  It's 
when an application asks to listen on an outward-facing interface that the 
system spots it and offers to sign it.

Can't help feeling that should perhaps have been easier to find documentation 
on.  Nevermind: it's all in the great googlemaw now.
