Under about 10.1, there was a "defaults" write ...

defaults write com.apple.Console LogFolderPaths -array '/opt/local/var/log' '/var/log' ...

The current list for files appears to be:

        ~/Library/Log
        /Library/Log
        /private/var/log



Have you tried editing Console.app/Contents/Resources/Defaults.plist?
