Did anyone even answer the question? I wasn't interested in the
debate, and from a perusal, I did not catch the answer. So here
goes.
I have this exact functionality set up. Airport OFF when Ethernet
in use, Ethernet off when Airport in use.
Airport OFF with Ethernet Enabled.
1) Create a Location in Network Preferences.
2) Select Ethernet from the List on the Left and set
it up for whatever your prefs are.
3) Select Airport from the List, and either...
a) Select the Tools menu on the Bottom and choose
"Make Service Inactive"
b) Press the "-" button at bottom to remove the service.
4) You MAY need to manually turn airport off also the first
time, and then it will be remembered subsequent times you
select this Location.
Done.
From the terminal you can also run a command....
% sudo networksetup -setairportpower en1 off
You can create a script to do this at login as well, but that's
probably unnecessary.
