Well, I was not able to set "show time in menubar" to enabled....the
pref.pane did not accept my input. I therefore checked the access
rights, and I thought it was and should be "admin", as all other apps
from Apple in "/applications".
But you're damn right: after your hint, I checked the OSX 5.8 update
package with Pacifist, and indeed, "wheel" is the right group.
The error for no beeing able to set the clock must therefore be
elsewhere.
