There probably isn't as much interest in end-user apps now that
vendors are supporting MacOSX, but there are various components that
are used to build 1-off  apps that use GPS data as part of some
specialized app.

Google has a bunch of tools for working with georeferenced data.

There is OpenGTS written in Java for data collection/storage for use with
OpenDMTP.
