Helvetica CE is Helvetica Central European. It's supposed to have a lot of characters used in various Central European languages (Czech, Hungarian, etc). There has been a problem wrt Quark & Helvetica fonts in general and Helvetica CE in particular since at least 2006. You may need to get a Real Font Manager(tm). Please note that Apple's FontBook is not, repeat, NOT a Real Font Manager(tm). (Among the reasons why it is not a Real Font Manager(tm) is precisely because it can't resolve this kind of problem...) The last time that I checked, Linotype FontExplorer was able to resolve similar problems. Ditto Extensis Suitcase. Free demo versions of both are available.
Note that I personally solved this particular class of problem by dumping Quirk into the trash, so I have no idea how well current versions of either LFE or Suitcase will work with current versions of the OS and current versions of Quirk.
