Same problem hit my mother on 10.6 Intel.

I suspect Firefox or some other program is trying to update.   My mother's
new iMac was trying to get a Firefox update that was older than the
current version.   I downloaded the current version on a laptop using the
wireless at her local library.  Once that was installed the modem was
back to normal traffic levels.    Turn off automatic updates.
