Recently moved to a new laptop using Migration assistant. Ever since, I get 
constant requests for the login password for Mail. I've run keychain firstaid 
several times to no avail.

Then, I created a new login keychain and figured I'd start fresh, moving the 
old login.keychain out the keychain path and creating a new default keychain.

That seemed to work for a while, but now new passwords aren't being stored in 
my new keychain as I generate them for web sites and other services. I created 
the new keychain using Keychain Access so I assumed the permissions would be 
correct and checking them in Terminal seems to confirm that.

Another oddiity--now when mail asks for a password to one of my mail accounts, 
if I check "store password in keychain" it immediately comes back and asks for 
again in an endless loop. If I type the password and don't check to store it, 
it accepts the password.

Any suggestions for next steps?
