Perhaps it'd be bizarre if Mail were indeed acting as a surrogate file system, but it's not, so it's not. Lots of iOS apps provide access to the "Open (document) In..." api. What happens is the current application will toss a copy of the document in question over to the receiving application, which will then store and display the copy as part of its local document trove.
