So you say, but HomeBrew changed the perms.

$ mkdir test.perm
$ sudo chown root:admin test.perm
$ touch test.perm/test.file
touch: test.perm/test.file: Permission denied
$ sudo chmod 775 test.perm/
$ touch test.perm/test.file
$ ls -lsn test.perm/
total 0
0 -rw-r--r--  1 501  80  0 Sep 13 14:49 test.file

Works perfectly as expected.

Then maybe HomeBrew *REALLY* fucked up your computer? Have you checked their 
mailing list and/or forums? Since you KNOW that HB changed the perms on 
/usr/local/ it seems a reasonable place to start.

Did you try creating a new admin account and seeing if it behaved the same way 
like I suggested? You could also try installing a fresh OS X (either over the 
top of your current install or onto an external drive you can boot from).

The behavior you are seeing is not typical. The permissions you are showing us 
are not typical. This tells me that either you did something or something you 
installed did something that mucked things up.
