The symptoms smell like more than one device having the same IP address; or the 
IP range of the LAN being set the same as the IP range of the WAN.

One thing you could do is compare the speed shown by speedtest.net 
<http://speedtest.net/> with the speed shown by a tool such as iStat Menus (in 
real time, while the test is running).  If iStat Menus shows big speed going 
out, but speedtest.net <http://speedtest.net/> shows small speed making it to 
the far end, then your Mac is sending out a bunch of traffic, the Airport is 
routing most of it to the wrong device because of the IP address issue, and 
those packets are getting thrown away by whatever machine they are erroneously 
being routed to.
