Well, I fixed it after several days of not being able to, a few minutes after I 
posted.

1. Disable all accounts in Contacts
2. Quit Contacts
3. Open Internet Accounts
4. Enable contacts in the control panel for iCloud account(s).
5. Reopen Contacts.
