I think Jean-Christophe is simply asking how to create a POP mail account in 
macOS Sierra.

I believe the answer is the same as it's been for a couple of versions:

- System Preferences / Internet Account
- "+" icon for Add account / "Add Other Account..." / "Mail Account"
- Enter name, Email Address and _BOGUS_ password. 
- When the credentials fail to validate you'll be presented with a dropdown 
list to select between IMAP and POP

Note; if you're connecting to Gmail via POP, you may have to do some work on 
the Google side to make it happy. You may have to set the preference for "Allow 
connections from less secure apps:

You may have to satisfy a Captcha:
