        Do you have Bluetooth enabled, both devices on the same WiFi, and are 
both signed into the same iCloud account? These are the things that Handoff 
uses (the marketing name for the collection of systems used for this).

        FaceTime calls from a computer do not go out through your phone, only 
land-line calls (non-FaceTime) are piped through the phone. If you can make 
calls to phone numbers through your computer, that implies that at least a 
portion of what you need is working correctly.
