Well, this was interesting. I logged out of iCloud on my account and created a new account. Logged in and setup iCloud. Tested and FaceTime worked to receive an incoming call (after I disabled DND which was on on the new account). I then logged in to my regular account and signed into iCloud again, and FaceTime continued to receive calls. Then I enabled Wifi Calling in FaceTime on the Mac and it broke again.
