I have a lot of clients who have multiple platforms accessing networked 
printers from both Macs and Windows (not so much Linux), and they don't need to 
use IP Printer to make it work. Last I checked (and I may be out of date) 
Windows doesn't come with Bonjour (you can add it, but few people do).

Yes, it is.  If it doesn't show up under the default Add pane, you may have a 
problem. I don't know your model Canon, but this is very bizarre behavior for 
any contemporary printer.

One thing you could try is to remove all defined printers, control-click in the 
big white box to "reset printing system," reinstall the driver (making sure it 
is qualified for Mojave), then see if the vanilla window suddenly shows you the 
Canon.
