There's a binary of 3.23.27, linked to from Version Tracker.

MySQL is often a little slow about getting source versions to compile
everywhere.  They often just encourage people to get the binaries, and
see compiling from source as a project for more ambitous people.  This
is in contrast to Perl, where compiling from source is the preferred way
to install.

I might be mischaracterizing, but this is the impression that I get.
