I suspect that in your case the setting of $firstmakefile done after
an initial run of Configure may not "stick" since the Makefile has already
been extracted from the Makefile.SH source file.  If you are truly curious
then try doing a fresh clean extraction of the tar file and then specify
-Dfirstmakefile=GNUmakefile.  As it is it sounds like you do not need to
do it hence the experiment may not be worth your time.  Thanks for your
