No, but if you were to nice another process that gave you an out to a shell,
you could kill -9 it.

Or, you could write a watchdog script in Perl that would detect that
condition, log it, send notifications, etc. &/or reboot the server; Then
nice that.  Something similar to dxwdog for 'ole Netscape Enterprise 3.6.
