 I have no idea why Apple won't release that thing (I'd love to get hold of
it myself), but generally these things are related to the image a company
wants to have. Basically it comes down to "if it isn't part of our overall
strategy, and we don't see a paying market for it or it isn't within our
market; then we won't release it".

 Just check the copyright-dates on some of the programs/code you can find
in developer-areas all over the web; you'll be able to find some insanly
fun things that that company never released to the public in a usable form.
