After upgrading to 5.6.1, I started getting these errors all the time,
too, and it's not just CPAN that will cause them, either. I haven't been
able to figure out what went wrong during the 5.6.1 install that led to
these errors becoming possible, and I haven't been able to pin down what
sorts of activity will reliably get this to happen (aside from the current
example of CPAN.pm). 

Personally, I'm not enthusiastic about trying to rebuild Perl until I find
out what went wrong last time, and why. If I don't figure that out, I'll
probably just wait for now & see if either [a] OSX10.2 has the same update
(supposedly it's due this spring), or [b] Perl 5.8 come out and builds
cleanly. Unless a clear answer is found, it doesn't feel worth it to spend
a lot of time trying to get 5.6.1 working by myself when one of these
developments is likely to supercede it in the next couple of months.
