Did you try installing it with fink? sudo fink install expat
This is my standard solution to modules that won't install, often
fink will install them because the fink package maintainers have made
the appropriate patches to get them to work.
And better yet, if they don't install with fink, you can use fink
info expat to get the info on the package and then email the package
maintainer to figure out what's going on (as well as helpfully
reporting the problem).
