I agree with other suggestion. Unfortunately, not all firewalls/proxy server are Mac (or anything not MS) friendly. I sit in a Windoze shop, and the only way I can get it to work is to download the tar.gz file, untar/ungzip (the famous tar zxvf command) and run make perl.
