Ensure you have the *LATEST* Developer Tools installed - this makes all the difference!. There is a free patch for the July OS X 10.2 Dev Tools "August2002DevToolsUpdate.dmg" which is available at <http://developer.apple.com/macosx/>.
fyi, this didn't help me. I still had to use specifically use gcc2 to get it to work even with the August 2002 update.
